Executive Director:  Philip Yeo Boon Guan

An Entrepreneur with extensive experience in managing multiple business. Mr. Philip is well updated on leading technologies and solutions in the region and keeps a close look over the events and developments in the region and abroad. Mr. Philip has Educational background of Business Administration and have been managing a few businesses successfully for many years now. His love and commitment to education keeps YES on track of development of Education Industry in Brunei Darussalam

Chief Executive Officer: Dr. Yong Chee Tuan

A Business Doctorate who have been involved in multiple roles as part of Government and have been teaching for many years in Business Domains. Dr. Yong have a background with Prince2 Deployment methodology and is well connected with major Technologists and Consultants around the Globe. Dr Yong Chee Tuan, BEng (Hons), PhD (Leeds), joined Universiti Brunei Darussalam (UBD) in 1994. He lectures at both BBA and MBA programmes covering Operations Management, Quality Management, Project Management, Knowledge Management, Security and Risk Management courses. He regularly conduct lectures/workshops for the Government Senior Executive and Middle Management Officers at the Executive Development Programs, focusing on Project Management and Crisis Management. Dr Yong has worked with both the consulting and contraction firms prior to joining UBD. He was the Director of ICT Centre from 2001 to 2008. He has published and presented more than 30 papers related to ICT and management issues. His experience spans from construction, environmental management, IT, HRD, e-government and business management. He was involved in the drafting of the two APEC SME Business Forums Recommendations held in Brunei and Shanghai. He was a member of the Brunei IT Council (BIT). He also sat in the E-government Strategic, Policy and Coordinating Group (EGSPEC from 2003-2007) and the E-government Implementation Procedure Working Group (KKT, 2003-2008). He contributed to the planning and drafting of various e-government’s initiatives, policies and guidelines. He was involved in the preparation of Ministry of Development’s Strategic Alignment Plan in 2002. He was one of the key members in the establishment of Ministry of Education’s e-Education Master Plan in 2005. Dr Yong has been active in the promotion of ICT development nationally and regionally. He is the vice-chair of the Asia Oceanic Software Park Alliance. He has been a consultant to several ministries in the country. He was the lead consultant in the preparation of the Ministry of Communications’ Strategic Plan (2007-2011) and was instrumental in assisting several local government agencies and ministries in the establishment of strategic plans and ICT roadmaps. In 2010, he also let a team of consultants from UBD to develop an ICT HRD Plan for Authority for Infocommunications Authority of Brunei (AiTI). He has led and conducted several e-government preparation workshops in other ASEAN member countries. He was the Chief Judge of the Brunei ICT Awards competitions from 2003-2009, and has been appointed as the regular judge of the APICTA since 2001. He is the country representative in the UNDP Digital Review Publications for three consecutive terms (2007-2010). He is the project leader of the two major Ministry of Education’s e-education projects; namely the Knowledge Management System (2005-2008) and the e-Learning System (2006-2009). He was the project manager for the ASEAN-Coastal Zone Environmental Management project from 1995 to 1996. He is currently providing consultancy services to several industrial organisations on integrated security management system and IT strategies. His current projects include the Ministry of Finance’s Consultancy Services on e-Payment, and the consultancy services for a petrochemical plant’s Total Security Management System. His current research activities focus on ICT development, integrated management systems, and e-payment.
